Steve and the accords

Oh, Steve. His faith in anyone that he doesn't personally know and like was fatally broken by HYDRA having been part of S.H.I.E.L.D. all along. The quote Sharon Carter shares at Peggy Carter's funeral (that was lifted from a speech by Captain America in one of the Civil War comic series) is highly significant here:

"When the mob and the press and the whole world tell you to move, your job is to plant yourself like a tree beside the river of truth, and tell the whole world — 'No, you move.'"

Some people have argued that this means Steve is arrogant. But would it have been arrogant to stand against the legally elected Nazi government in 1930s Germany? Would it be arrogant to stand against a legally elected Donald Trump presidency? Democracy is not some magic wand that means those in political power are always right, always ethical, always make the best decisions; nor does it mean we give up our right to stand for what we know to be right and true for us between elections.

The "No, you move" speech (given by Sharon Carter at Peggy Carter's funeral as part of her eulogy) in this context within this film is a sign that the only things Steve has left to put his faith in are first his own moral compass, and second those who are willing stand with him.

Steve and Bucky

Steve's interactions with Bucky, except when they were fighting together, were almost tentative from Steve's side, like he loved Bucky still, would do anything for him, but he wasn't quite sure who Bucky was now, how far he could go with him in any direction, what might trigger a dangerous reaction.

I also thought their interactions were stilted because of the directors wanting to take out any possibility of reading a sexual or romantic dynamic between them, which makes me really, really sad. The chemistry between the actors that was there in The First Avenger and The Winter Soldier was simply absent.
